Lay out beef slices and season with salt and pepper.
In a bowl, mix breadcrumbs, Parmesan cheese, parsley, and garlic.
Spread breadcrumb mixture over beef slices and roll up, securing with toothpicks.
Heat olive oil in a skillet over medium heat, brown beef rolls on all sides.
Add marinara sauce to the skillet, cover, and simmer for 1 hour.
Serve with pasta or polenta.
